Preparation of as-built technical documentation
In accordance with the requirements of the Urban Planning Code of the Russian Federation, SP 48.13330.2019, Set of rules. Organization of Construction, and other applicable documents (technical regulations, standardization documents, etc.), the person implementing the construction (the Contractor), upon completion of the construction and installation work (including concealed one) and carrying out tests of utility systems and networks, performs preparation and completion of as-built documentation to confirm compliance of the work actually completed with the design parameters.
As-built documentation, together with work completion acts, is transferred to the developer (the construction owner's technical representative). The frequency of transferring packages of the as-built documentation from the Contractor to the Developer is specified by the contract agreement.
As-built documentation presents the actual implementation of design and detailed documentation solutions, the actual state of the capital construction project and its elements, and includes:
- Certificates of inspection of the geodetic control network of the capital construction project. The person implementing the construction performs the acceptance of the geodetic control network provided to him by the developer (the construction owner's technical representative), verifies its compliance with the established requirements for accuracy and reliability of tying marks on the ground. Acceptance of the geodetic control network from the developer (the construction owner's technical representative) should be documented by an appropriate act according to GOST R 51872, As-built Geodetic Documentation – Rules of execution; SP 126.13330, Geodetic Works in Building,
- Acts of laying out the axes of a capital construction project on the ground,
- Actual geodetic location sketches and plans,
- As-built drawings and profiles of sections of utility systems,
- Certificates of inspection of concealed work, certificates of inspection of critical structures and certificates of inspection of utility system sections, issued in accordance with the requirements of the Order of the Federal Agency for Environmental, Technological and Nuclear Supervision dated December 26, 2006. No 1128, On Approval and Enactment of Requirements for the Composition and Procedure for Maintaining As-built Documentation during Construction, Reconstruction, Major Overhaul of Capital Construction Projects, and Requirements Imposed on Certificates of Inspection of Works, Structures, Sections of Utility Systems. Lists of concealed works, critical structures, sections of utility systems subject to inspection, for which as-built documentation is issued, are specified in the project documentation, the agreement (the contract) with the developer (the construction owner's technical representative) and detailed documentation,
- General and special work logs registered in accordance with the established procedure and issued in accordance with the requirement of the Order of the Federal Agency for Environmental, Technological and Nuclear Supervision dated January 12, 2007 No 7, On Approval and Enactment of the Procedure for Maintaining a General and/or Special Log of Work Performed during Construction, Reconstruction, Major Overhaul of Capital Construction Projects,
- A set of working drawings bearing legends on compliance of work performed at the site with these drawings or on changes made to them in agreement with the design organization by persons responsible for production of construction and installation works,
- Certificates of testing and trialing of technical devices,
- Results of expert evaluations, surveys, laboratory and other tests of completed work performed during the construction supervision,
- manufacturer's documents on the quality of used building materials, structures, products and equipment provided by construction laboratories and/or manufacturers,
- other documents presenting the actual execution of project designs.
The Company expresses its willingness to support the construction process at civil and industrial facilities (including hazardous production facilities) for the purpose of preparation and completion of as-built documentation in any region of the Russian Federation on behalf of the developer, the construction owner's technical representative and the person implementing the construction (the prime contractor), the subcontractor (the co-executor).
Representing the interests of the person implementing the construction (the prime contractor), the subcontractor (the co-executor), the Company systematically throughout the construction period performs preparation, completion and transfer of packages of as-built documentation from the Contractor to the Developer and ensures the elimination of comments received from the Developer.
Representing the interests of the Developer, the Construction Owner's Technical Representative the Company systematically throughout the construction period takes delivery of packages of as-built documentation from the contractor, provides verification and issuance of comments to the Contractor and ensures control over the elimination of received comments. The company prepares a package of the turnover documentation for submission to supervisory authorities, performance of the final inspection and obtaining a statement of compliance and its transfer to the Developer's operational services.
In case of necessity to restore lost or damaged as-built documentation, construction participants can engage specialized organizations and/or accredited construction laboratories for confirmation of compliance of the scope and quality of the work performed with project documentation and standardization documents (in terms of work, results of which are accepted to be examined with existing methods in accordance with standardization documents), including during the technical inspection in accordance with GOST 31937, Buildings and Structures.
