Construction supervision

The construction supervision is carried out in accordance with Article 53 of the Urban Planning Code of the Russian Federation in the process of construction, reconstruction, major overhaul of capital construction projects  in order to verify the compliance of the executed work with the design documentation, technical regulations, results of engineering surveys, requirements for construction and reconstruction of a capital construction project established on the date of issue of the urban land plot development plan permit submitted for receiving, as well as the permitted use of the land plot and restrictions established in accordance with the land and other legislation of the Russian Federation.

The construction supervision is carried out in accordance with Article 53 of the Urban Planning Code of the Russian Federation, Resolution No 468 dated June 21, 2010, on the procedure for conducting construction control during construction, reconstruction and major overhaul of capital construction projects by:

The developer, the construction owner's technical representative or an organization engaged by the construction owner's technical representative (the developer) under a contract for carrying out the construction supervision (in accordance with Article 749 of the Civil Code of the Russian Federation, the construction owner's technical representative, for the purpose of controlling and supervising the construction and making decisions on his behalf in relationships with the contractor, may conclude independently, without an approval of the contractor, a contract for provision of services of this kind to the construction owner's technical representative with an appropriate engineer (an engineering organization)). In this case, the construction contract defines the functions of such an engineer (an engineering organization) concerning the consequences of his actions for the contractor). By reference to the scope of Item 22 of Article 1 and Part 2 of Article 53 of the Urban Planning Code of the Russian Federation, the construction supervision is a function of the construction owner's technical representative and can only be performed by a member of a self-regulating organization in the field of construction, reconstruction and major overhaul of capital construction projects.

The construction supervision provided by the construction owner's technical representative, includes carrying out of the following control actions:

  • check on completeness and complying with the established time requirements for the incoming inspection completion by the contractor and the accuracy of documenting its results,
  • check on carrying out of control actions on complying with the rules of warehousing and storage of the used production and the accuracy of documenting its results,
  • check on completeness and complying with the established time requirements for performance of the control of the sequence and composition of processes on performing the construction of capital construction projects by the contractor and the reliability of documenting its results,
  • jointly with the contractor, the inspection of concealed works and the intermediate acceptance of erected building structures affecting the safety of the capital construction project, sections of utility systems,
  • check, jointly with the contractor, on compliance of the completed facility with the requirements of the design documentation and the detailed documentation prepared on its basis, results of engineering surveys, the requirements of the urban development plan of the land plot, and the requirements of technical regulations,
  • other actions for the purpose of carrying out the construction supervision, provided for by the legislation of the Russian Federation and (or) the concluded contract.

The person implementing the construction (hereinafter, the contractor).

The construction supervision carried out by the contractor, includes performing the following actions:

  • checking the quality of building materials, products, structures and equipment supplied for the construction of a capital construction project (hereinafter referred to as products, the incoming inspection),
  • check on compliance with the established rules and standards of warehousing and storage of the used production,
  • check on compliance with the sequence and composition of processes on performing the construction of capital construction projects,
  • jointly with the construction owner's technical representative, the inspection of work concealed by the follow-up work (hereinafter, concealed work) and the intermediate acceptance of erected building structures affecting the safety of the capital construction project, sections of engineering and technical support networks,
  • acceptance of completed types (stages) of work,
  • check, jointly with the construction owner's technical representative, on compliance of the completed facility with the requirements of the design documentation and the working documentation prepared on its basis, the results of engineering surveys, the requirements of the urban development plan of the land plot, and the requirements of technical regulations.

  • The construction supervision implementation is provided by specialists in the organization of construction, the information about which is included in the national register of construction specialists.
  • The construction supervision (including the laboratory control carried out by a construction laboratory) performed by construction participants must be performed with approved methods in accordance with standardization documents and using the instrumentation included in the State Register of Measuring Instruments (SI State Register);
  • Comments of construction supervision representatives of the developer (the construction owner's technical representative) are documented in the general and special work logs, as well as in the issued prescription forms.
  • Comments of construction supervision representatives of the person implementing the construction are documented in the general and special work logs.

The construction supervision is an essential procedure of construction operations, which must necessarily be performed during construction, reconstruction and major overhaul of capital construction projects, and ensure the safety of further operation.

The Company expresses its willingness to carry out the construction supervision at civil and industrial facilities (including hazardous production facilities) in any region of the Russian Federation on behalf of the investor, the developer, the customer, the construction owner's technical representative and the person implementing the construction (the prime contractor), the subcontractor (the co-executor).
